Abstract
Human capital is a key factor for any organization’s survival and success enhancing the necessity of a good human resource management system (Phillips & Gully, 2015; Acikgoz, 2019). Combined with pressures from the contemporary business environment such as globalization, increase of knowledge-based work and changes in demography and technology (OECD, 2021), recruitment of the right employees has not become less important throughout the years. Further, with a decreasing interest in public sector employment among younger workers (Linos, 2018; Fowler & Birdsall, 2020), the public sector is particularly challenged in the war for talent. Recruitment of a highly qualified workforce is thus an increasingly important topic for public organizations which has prompted a growing interest from scholars in recent years (e.g., Keppeler & Papenfuß, 2020; Linos & Riesch, 2020; Weske et al., 2020; Sievert et al., 2022). This PhD project aims to contribute to this stream of research by examining how recruitment practices can be affected by individual and organizational factors from perspectives of different actors in the recruitment process. First, in light of the growing literature in recent years, the project will take departure in a systematic review bringing together empirical academic research within the public administration and management discipline. Second, I will use surveys to examine recruitment from the perspectives of both employees and frontline managers. Research pertaining to recruitment within the public sector is still relatively scarce with most literature taking the perspective of the job applicant and the project thus contributes with a rarely seen perspective of hiring managers. I hereby contribute with essential knowledge for both scholars and managers in terms of public recruitment processes which can be used to guide future research and the attraction and selection of qualified employees in the public sector.
