<p><strong>Abstract</strong><br>This PhD project examines how government digitalization changes the administrative burdens experienced by citizens and businesses. The presentation focuses on a systematic literature review of how digital government affects learning, compliance, psychological, and transaction-related costs. The review shows that digitalization does not simply reduce administrative burden; it may also increase, transfer, or redistribute burdens across different users and groups.</p>
<p>The presentation will also outline how these findings inform the next stages of the project, which will use register data to examine the distribution of administrative burden through empirical analyses.</p>
